David leads Bellcon with over 15 years of experience delivering water and wastewater infrastructure across New Zealand. A qualified welding supervisor, he brings a strategic perspective shaped by years of on-site experience. David has recently managed projects for Watercare, Ventia and local councils, including the $30 million Whau Valley Water Treatment Plant and upgrades at Rawene and Mangawhai. He understands how projects work from the ground up and is trusted to lead teams through complex builds with clarity and precision.

Stephen Abercrombie

Stephen brings more than a decade of experience delivering large scale civil infrastructure across New Zealand, with a focus on water and wastewater treatment, road and tunnel works, and reinforced concrete structures. With a background in civil and structural construction and a Bachelor of Engineering (Hons), Stephen offers practical leadership and deep technical knowledge across the full project lifecycle. He has managed key projects for Watercare and Whangārei District Council, including the Snells Beach WWTP and the Waikato 50 MLD WTP. Stephen is known for his methodical approach, clear site coordination and ability to deliver major builds with a calm, practical focus.

Thomas is a senior engineering designer with over 20 years of experience in water and wastewater treatment plant design, delivery and commissioning. He has delivered major infrastructure projects across New Zealand, Australia, the Philippines, the UK and the Middle East, drawing on global project experience to design fully automated, efficient systems that meet New Zealand’s environmental standards and operational needs. Thomas is a Chartered Professional Engineer (CPEng), Chartered Member of Engineering NZ (CMEngNZ), Chartered Engineer (CEng UK), Fellow of the Institute of Chemical Engineers (FIChemE) and a registered European Engineer (Eur Ing). Known for his deep technical insight and collaborative approach, Thomas has led key projects for Watercare, Clutha District Council and Tararua District Council, bringing practical leadership and proven expertise to the Bellcon team in 2025.
